Who are you?

My name is Mesterul Manole. I am to fund riser for GAIWS.

GAIWS?!?

Global Advanced Invasion Warning System. It is a system designed to prevent unnecesary loss of life, by providing an advanced warning before monster invasions happen. It consists of a network of orbital probes, each scanning the planet for unusual energy spikes. That usually happens when a portal between worlds is being opened. Such a portal, is, usually, a sign of trouble.

The technical details are too complicated for me to understand. In fact, very few people can understand them, let alone build such a system. Fortunately, there are a few very smart gnomes which have both the knowledge and the desire to build and maintain it. But they still need resources for that, which is where their job ends and where mine, and yours begins.

Currently, the system is complete, the probes are in their orbit. This wouldn't have been possible without the massive support we got from the population. But our work is not done. We still need money to maintain that system; because if not properly maintained, it will become a triumph equaled only by its monumental failure.
