What Are Perks?
Perks are positive or negative ways you can affect your character. Whether you take a perk or not is dependent on your own gameplay.
The majority of them are based on pickpoints, though others can be earned through quests or may just cost gc or items.
Should I Take a Perk?
It's very important to not take a perk without understanding fully how it will affect you. Even the most positive perk may have a negative aspect to it.
For that reason, it's recommended to be well into playing the game and have a good grasp on gameplay before taking any perks.
For example, you may think the Monster Magnetism perk, which stops most every creature from attacking you, might be a very good thing. However, when trying to train to level your attack and defense, having monsters auto-attack you can be incredibly beneficial, and you won't be able to do that. As well, once you hit certain levels, the perk will be useless as any creature that would ignore you due to the perk will ignore you due to your level.
As well, pickpoints are very difficult to obtain as the game progresses, so you need to be very careful with what you spend them on.
Why Take a Negative Perk?
You may find an aspect of gameplay won't affect you if you can't do it. You can take a negative perk for that gameplay aspect, and it will give you pickpoints that you can use for your character build.
For example, the Antisocial perk will make it so your character cannot buy or sell from NPCs. But it will give you 10 pickpoints if you take it.
Be especially careful and take your time considering it before taking a negative perk, though.
Can I Remove a Perk?
Mostly yes. There are stones in the game for most perks that can be used to remove them. Some are rare and very costly, though. Investigate the availability of a stone for a perk you plan to take before taking the perk to ensure you can fix your mistake. Also note that if you took a negative perk, you'll need to have free pickpoints available that total the number you were given with the perk in order to remove the perk so you can give the pickpoints back.

Important NPCs
The Wraith is the primary provider of perks, particularly those requiring or providing pickpoints. It is located on Isla Prima a few steps north of the Newbie Tutorial NPC.
Redeemer handles many quest and achievement type perks. He is located in Tirnwood Vale in White Stone.
